Maybe you should define a changing topic for it. Usually, without a topic, it will drift into casual small talk. Which I don't find bad at all. Maybe also have a moderator who will lead through the discussion.

That is a good suggestion, often only one person online on the IRC. If people needs live chat i think shoutbox will be a nice alternative
