  @ExCx not sure that you can change it on the iOS programatically (from an App and be allowed to have it approved on the app store) Most Wallpaper making software save to the Photo Album from where you are supposed to manually set it as the wallpaper.
  
  To save an image to the Photo Album, there is not native writeToTexture available as yet, so you will have to as @hgvyas123 said, write your own plug-in or use one. If you search there is code on the forums that allowed to save an image (I think for the Android)
