  Atm. and to my knowledge, there is none. Maybe we can build one here together as a community project. What are the functionalities of such a template? I never used one so I don't know.

  David Fox who used to be a member of the LucasArts franchise and the developer of the Be Confident series of eBooks has made the source code of his eBook/Comic library for free. If you might want to port that over, that would be a good start.
  
  For those that have absolutely no knowledge and want to still make eBooks, without touching any programming language (I know this is kind of off-topic) I just found and love Moglue, it is similar to the iBooks Author and makes eBooks.
