  Apparently if you use Skillz then you have to rate your game 12+.
  
  Maybe it's good for a special release or for games that already attract this rating - eg Slot Machines (but are they a game of skill?)...

  Skills won't release a game unless it's fixed or random to a specific seed (their own random generator). This way it is a game of sill - not a slot machine. So not really technically gambling - but it is. Apple see it as gambling, so do google it seems so 12+ (I always though gambling should be 18+ though).
